Charles Franklin Carter

February 20, 1949 — January 3, 2023

Charles Franklin Carter, affectionately known as "Sir Charles Carter", was born on February 20, 1949 in Portland, Oregon to Arthur Carter Sr. and Linnie Ree Colston-Carter. He was the fifth of six children to this union. Charles attended Boise Elementary, graduated from Jefferson High School, and went on to attend and graduate from the University of Oregon, which ultimately made him a Ducks fan for life.
Due to his passion to uplift the community, Charles proudly enjoyed his position as Director of the LIFE Center  that provided services for low income families in need for 15+ years. In his free time Charles enjoyed watching all Oregon Ducks sports on tv, which he was not late for, and please do not disturb.
Charles is survived by his 3 daughters: Quindala Carter- Robinson, Lisa Carter, and Nichelle Carter. Grandchildren: Quinique Carter-Osborn, Robert Twyman Jr., De’Azhane Rayford-Carter. Siblings: Arthur Carter Jr., Beverly Carter-Frazier, Fred Carter, Kenneth Carter, Wayne Lewis, Brenda Davis, Elizabeth Lawrence, Ronald Carter, and Myra Lewis.
A public viewing will be held in Charles’ memory on Tuesday January 10, 2023 from 1-4pm.
