Rosie was born on October 3, 1922 in Bismarch, Norrth dakota the daughter of John and Rosie Wagner Loster. She moved to Portland at the age of two, and has lived here since.
She attended business college here. She married Howard Willoughby on August 10, 1945 at Columbia, Mississippi. She assisted Howard with the operation of the family business.
Survivors include her husdand, Howard; son's, Lindsay and Dean both of Portrland; 1 granddaugther, Rene Kaiel and Nephew Ronald Loster.
Her Memorial Service will be held on Wednesday, May 13th, 2009 at 1:00 P.M. at Rose City Cemetery and Funeral Home, Portland.
Memorial contributions may be made to Legancy Hospice ot the YWCA, North Branch, Portland.
